You are correct that both China and the United States helped to derail this round of climate change talks. The funny thing is, I have a feeling that more people will say that it was because the United States didn't want to act first. The United States is in second place when it comes to greenhouse gas emissions and from what I understand, China wanted to be able to monitor it's own emissions without any oversight.
