Why can't Malaysian Universities achieve top 30 in the world.......?

like Singapore, they are at 30. I think its because of brain drain and nothing is done to stop this by the government. Our best uni is at 180 in the world, Malaysian Uni. We must admit by merits and by race quota, and we can reach there. Otherwise another 100yrs also we will be the same.
